Dave Silberman is a corporate attorney with 20 years’ experience advising founders, executives, and financiers of private and public companies across a wide range of industries and at every stage of corporate existence, from formation to private and public fundraising to sale.

Since 2015, Dave has been a leading voice for legalizing and regulating cannabis in Vermont, helping shape and advance the debate both inside and outside of the Statehouse. In close collaboration with key legislators, Dave helped pass Act 86, legalizing possession and personal cultivation, while co-writing 2017’s H.490, the first legislation in Vermont to envision unlimited, affordable cultivation licenses and strict anti-monopoly protections for Vermont’s emerging craft cannabis industry. While H.490 did not advance, the bill served as the baseline of discussion for Governor Scott’s blue ribbon 2018 Marijuana Advisory Commission, and as a foundation for Act 164, the 2020 law legalizing and regulating Vermont’s commercial cannabis market.

Dave began his career as a corporate associate at Proskauer Rose LLP, where his practice focused on high-growth, emerging technology companies in the US and abroad. From 2005 to 2020, Dave served as in-house counsel for Green Dot Corporation, a financial technology and bank holding company headquarter in Pasadena, CA, rising from Corporate Counsel to Senior Vice President & Assistant General Counsel. Dave earned a B.A., cum laude, in Economics and Political Science from Rutgers University in 1998, and a J.D., cum laude, from the Columbia University School of Law in 2001, where he was a John M. Olin Law and Economics Fellow and a Harlan Fiske Stone Scholar. In his downtime, Dave enjoys baking with his children, hiking and skiing in the Green Mountains, practicing ashtanga yoga, and having his hopes crushed every summer by the New York Mets.

Dave is admitted to the bars of Vermont and New York. He currently serves as the elected High Bailiff of Addison County and a Justice of the Peace for the Town of Middlebury.
